Signing of the 2021-2025 Collective Bargaining Agreement (CBA) cycle.
State Department for Public Service Principal Secretary, Mr. Amos Gathecha has today presided over the signing of the 2021-2025 Collective Bargaining Agreement (CBA) cycle between the Government of Kenya and the Union of Kenya Civil Servants (UKCS) at an event held at Harambee House.
The negotiations covered the area of Salaries, Allowances and related matters; Employer-Employeee Relations; Leave Entitlements; Medical benefits and Related Matters and Cessation of Employment
In his keynote address, Mr. Gathecha assured members that the Government acknowledges the importance of engaging with trade unions in negotiating Collective Bargaining Agreements (CBAs) in the interest of its employees, and further, to promote harmonious labour relations & industrial actions in the Public Service.
The PS said that the fragmented approach of collective bargaining negotiations, coupled with lack of a common negotiating body & a subsequent framework to spearhead the negotiations, has led to different public sector entities signing numerous varied CBAs that are not adherent to any standard norms which has caused many challenges.
In order to address the matter, the State Department for Public Service together with the relevant Govt Agencies, has finalized working on a Framework to standardize and guide the process of collective bargaining negotiations in the Public Service which shall be launched soon.
On his part, Union of Kenya Civil Servants Secretary General Hon. Tom Odege thanked the committee for its relentless effort in ensuring that the negotiations address the welfare of civil servants for effective and efficient service delivery.
The CBA is based on a budget allocation of Ksh. 1,135,408,744 and is effective from 1st July, 2023. The second phase will be based on a budget of Ksh. 1,126,486,162 effective 1st July, 2024.
SRC also approved review of house allowance on a budget of Ksh. 115,071,472 in the first phase and Ksh. 223,694,412 in the second phase.
