16th July, 2025

Principal Secretary, State Department for Public Service and Human Capital Development, Dr. Jane Kere Imbunya, accompanied Cabinet Secretary for the National Treasury, Hon. John Mbadi, to a session with the National Assembly’s Committee on Delegated Legislation. The committee, chaired by Hon. Samuel Chepkonga, MP for Ainabkoi Constituency, convened to deliberate on the Public Officers Medical Scheme Fund Regulations.

Dr. Imbunya noted that the proposed Fund, to be administered through the Social Health Authority (SHA), is intended to offer an enhanced medical scheme for civil servants. She affirmed that the State Department for Public Service will be responsible for overseeing the implementation of this new medical cover.

She further explained that the enhanced medical benefits are anchored in the Collective Bargaining Agreement (CBA) between the Government and various public service officers' unions, and form part of the broader effort to improve the welfare of civil servants.
