Government Reaffirms Commitment to Service Delivery

The Ministry of Public Service, Human Capital Development and Special Programmes has reaffirmed the centrality of service delivery and performance management in advancing the Bottom-Up Economic Development Agenda.
This was emphasized during a courtesy call by the Principal Secretary for the State Department of National Government Coordination, Hon. Ahmed A. Ibrahim, to the Cabinet Secretary for Public Service, Human Capital Development and Special Programmes, Hon. Geoffrey Kiringa Ruku.
The visit coincided with PS Ibrahim’s participation in the vetting of the Ministry’s 2025/26 Performance Contract (PC), where he underscored the role of performance contracting as a key metric for public service effectiveness.
“Performance Contracts are a measure of Service Delivery to the Citizenry,” PS Ibrahim stated. “Service delivery remains the cornerstone of the Bottom-Up Economic Development Agenda.”
He lauded the Ministry for its strong performance in past PC evaluations, noting that its consistent ranking is a testament to the seriousness with which it approaches public accountability.
The PS was accompanied by the Principal Administrative Secretary from the Public Service Performance Management Unit, further underlining the Ministry’s technical focus on results-based management.
During the meeting, the CS shared an update on the Public Sector Transformation Policy recently presented to Cabinet. While the policy was not approved in its current form, the Cabinet directed that it be restructured through an inter-ministerial approach.
The CS emphasized that the revised policy must reflect current socioeconomic realities and be aligned with national development and legal frameworks. In light of this, the CS directed that the policy’s review and development process be formally included in the Ministry’s 2025/26 Performance Contract.
The Ministry now embarks on a dual path, spearheading an inclusive review of the transformation policy, while maintaining its high standards in performance delivery. This alignment of policy reform and service excellence affirms the government’s unwavering focus on transforming public service for the benefit of all Kenyans.
