Public Service Innovation Survey Unveils Key Challenges and Recommendations

In a significant move to enhance public service delivery and innovation, Principal Secretary Amos Gathecha chaired a key Heads of Department meeting this morning. The session focused on presenting key findings, challenges, and recommendations derived from a baseline survey on public service delivery and innovation.

The survey aimed to gather and analyze stakeholders' perspectives on the impact of public service delivery innovations. The objective was to establish a systematic innovation framework and empower public servants to embrace new ideas and best practices.

Key Findings

The survey revealed several critical issues, including:

(i) Limited Awareness and Adoption of the Public Service Delivery Innovation Strategy 2017.
(ii) Gaps in Innovation Culture and Support.
(iii) Challenges in Implementation and Resource Constraints.
(iv) Weak Communication and Knowledge Sharing.
(v) Need for Capacity Building and Policy Strengthening.

Recommendations

In response to these findings, the survey proposed several strategic measures:

(i) Review of the Public Service Delivery Innovation Strategy 2017.
(ii) Development of a Public Service Delivery Innovation Policy.
(iii) Establishment of a Knowledge Platform to facilitate idea sharing and adoption of best practices.
(iv) Continuous Monitoring and Evaluation of the implementation process.

The survey engaged approximately 1,000 public servants from various levels, including top, middle, and lower cadres.

Participants were drawn from Ministries, Departments, and Agencies (MDAs), constitutional commissions, and training institutions.

The recommendations are expected to drive transformative change in public service delivery and foster a culture of innovation within the sector.
