Hon. Justin Muturi Presides Over FY 2024/2025 Performance Contract Signing for Principal Secretaries and State Corporations
The Cabinet Secretary, Ministry of Public Service and Human Capital Development, Hon. Justin B.N. Muturi today morning presided over signing of the FY 2024/2025 performance contracts with the Principal Secretary Mr. Amos Gathecha and the Heads of Agencies marking the 21st cycle of public sector performance contracting. The ceremony took place at Harambe House where the CS emphasized the importance of performance contracts as tools for enhancing public service delivery. Highlighting the Government's commitment to efficient management and quality service provision, he underscored that performance contracts align Ministry’s operations with the Bottom-Up Economic Transformation Agenda (BETA), which focuses on economic turnaround and inclusive growth.
The CS reiterated the need for cascading performance targets from the Ministry level down to individual officers, ensuring alignment with key government priorities such as reducing the cost of living, eradicating hunger, creating jobs, and promoting digital and creative economies. He called for prudent resource utilization, fiscal discipline, and adherence to constitutional values such as accountability, transparency, and professional ethics.
The CS stressed the significance of achieving specific performance targets, including fund absorption, reduction of pending bills, digitization of services, tree cover restoration, youth internships, and promoting local content in procurement. He highlighted the importance of embracing innovations like business process reengineering and automated service delivery to improve efficiency. Monitoring, evaluation, and regular reporting were emphasized as critical to the success of performance implementation, with quarterly progress reports expected. He encouraged collaboration with internal and external stakeholders to overcome challenges and ensure seamless implementation. Hon. Muturi reaffirmed his support through an open-door policy and expressed optimism about achieving the Ministry’s goals for the 2024/25 financial year.
