Cabinet Secretary - Ministry of Public Service and Human Capital Development

Hon. Justin Bedan Njoka Muturi is the Cabinet Secretary for Public Service and Human Capital Development. He was appointed to the position in  August 2024 by H.E President William Samoei Ruto. His long and distinguished career includes serving as Kenya’s Attorney General from October 2022 to July 2024, and as the Seventh Speaker of the National Assembly from 2013 to 2022. As Speaker, Hon. Muturi played a critical role in steering the country’s bicameral Parliament.  His career spans the judiciary, legislature, and executive arms of government. 

Before his tenure as Speaker, Hon. Muturi represented Siakago Constituency as a member of parliament from 1999 to 2007. During this time, he served as the opposition Chief Whip and chaired the Public Investments Committee. Earlier in his career, he worked in the Judiciary as a Principal Magistrate from 1982 to 1997, and was involved in various constitutional reform efforts, including serving on the Parliamentary Select Committee on the constitutional review.

CS Muturi’s educational background includes a law degree from the University of Nairobi and a Post-Graduate Diploma from the Kenya School of Law. He was admitted to the Kenyan bar in 1982. 

Throughout his career, CS Muturi has been dedicated to governance, anti-corruption efforts, and multiparty democracy, actively engaging with civil society organizations on democracy and transparency issues. His leadership has been recognized for steering parliamentary procedures with integrity and commitment.
