State Department for Public Service and Human Capital Development Engages World Bank on Development Policy Operation Reforms

The State Department for Public Service and Human Capital Development (SDPS&HCD) on Monday held technical discussions with the World Bank on the implementation of reforms under the Development Policy Operation (DPO 8).

The meeting, chaired by Secretary Administration Mr. Henry Ochako, focused on reforms aimed at enhancing the efficiency and transparency of public spending through improved management of Human Resource and payroll data across the public sector.

The discussions focused on the consolidation of Human Resource and payroll data across public institutions, the assignment of Unified Payroll Numbers to public officers, and ensuring consistency between payroll data, authorised establishments and Human Resource records.

The meeting also reviewed progress made towards strengthening Human Resource Information Systems and addressing payroll management challenges, including the cleaning of county payrolls in line with relevant audit findings.

Participants further discussed the scope of the proposed reforms and the implementation approach required to achieve the agreed objectives within the stipulated timeframe.

A phased implementation approach was proposed to facilitate the effective execution of the reforms, considering the diverse institutions and systems involved across the public sector.

The engagement forms part of the broader collaboration between the Government of Kenya and the World Bank under the Development Policy Operation, a multi-year programme supporting policy, legal, regulatory and institutional reforms aimed at promoting sustained growth and human capital development.

The State Department for Public Service and Human Capital Development remains committed to strengthening Human Resource and payroll management systems to promote efficiency, accountability and transparency in public expenditure.
